These items can be Rings, Necklaces, Earrings and Bracelets.
You buy them from Reward Boards on the Magic section.

What’s special about these items is that they give you a % of any skill. It can give you +2.3% Magery to +5.9% Lumberjacking.

They are not newbied and they don’t give permanent results. The effect wears off after you take them off.

Rings, Earrings and Bracelets have a maximum percentage of +3.0% and a minimum of +2.0%
Necklaces have a maximum percentage of +6.0% and a minimum of +4.0%

You can combine the Rings, Earrings and Bracelets with an item called Jewellery Kit that is bought at the Tinker.
To use the Jewellery Kit you need to have 90% Tinkering, 75 Mystic Lore and 50% Item Lore.

You can only combine Rings, Earrings and Bracelets of the same Skill and if they have 2.6% skill or less.
