Anyone can use those telepads it has no restriction.
The telepads are of Sacrifice, Compassion, Valor, Spirituality, Justice and Honor.
Sacrifice leads you to North East Vesper.
Compassion leads you to South of Minoc.
Valor leads you to the Valor Island.
Spirituality leads you to North Trinsic.
Justice leads you to North Yew.
Honor leads you to South Trinsic.
